The car was being driven by Jayland Walker who drove away from police and also fired a gunshot during the car chase. He later abandoned the vehicle and wore a ski mask and led police to start a foot chase. He did not follow the commands of the officer when they asked him to stop and surrender.

Initially, officers used non-violence tasers to pursue Jayland Walker but he made a motion that officers interpreted as threatening which led the police to shoot gunshots. The Ohio General Attorney, Dave Yost said, “He reached for his waistband in what several officers described as a cross-draw motion, planted his foot, and turned toward the officers while raising his hand.
